I would not be surprised to learn that this flag has also an horizontal version red-over-yellow-over-blue. The colours probably originate in the emblem. The word inscribed in the emblem reads Debrca (or Debrtsa) that is the name of the valley in which Belchishta is situated, north of Ohrid lake, in western Macedonia.
