Description of the flag

In a newspaper article about the situation in Macedonia there was a photo of a Macedonian Albanian party leader Arben Xhaferi, and behind him there was the flag of the party:

red with golden outlined shield with black doubleheaded eagle and a golden ribbon above with black letters "PDSH".

The eagle is not of the shape of the current Albanian eagle. It is rather like something that reminds me to the double eagle of Holy Roman Empire, with vertically arranged wings. However, it is beyond my current possibilities to say anything further.

I have seen the flag again few days ago on TV in an interview (made by CNN?) with Mr. Xhaferi, with the same flag hoisted in front of him on the table (this time it was vertical version, though). It was clearly stated that he is leader of the Democratic Party of Albanians.
