There is, as far as I can see, no mention of a flag or any other symbol in the adopted constitution of Mwali, see http://www.comores-online.com/mwezinet/politique/constitutionmwali.htm.

Yes flag

A red flag with a yellow hoist stripe, is at http://www.worldstatesmen.org/Comoros.htm#Moheli labelled «11 Aug 1997 - 1998; Re-adopted 10 Mar 2002». Readopted it may be — but apparently not on the constitution.

It seems that the self-proclaimed Democratic Republic of Mwali lasted only from 11 to 28 August 1997.

Incorrect report?

Moheli is taking the same path as Anjouan. The French flag was attempted raised for the French national day 14 June and today, 6 August, NANDO Times reported that «The separatists in Fomboni, the main town on Moheli, also hoisted the yellow-and-black flag of Queen Fatima Djoumbe, the last ruler of Moheli before colonization by France.» As usual, no design details are offered.

The flag used by Fatima Djumbe is shown by Calvarin [clv02]: it was yellow and red, not yellow and black.
