The red Hiragana character "Te" of Tegami meaning a "letter"on white field.
This flag is still in use in Japan for the flag of Department of Communications and hoisted in Japanese post offices throughout Japan.

Japanese postal flag, 1871-1884

The old flag of Ministry of Postal Services was first used in 1871, officially adopted on 23 June 1884 and replaced with current flag on 28 March 1887.
