What about these ensigns in 1960-1964,
when the middle stripe of the national flag was white? I'm sure
these ensigns (if they existed previously) were relegislated — but
were they really used? Are all of them in use today, anyway?

show a thick black fimbriation.
Pederson [ped70] describes (without
image) a civil ensign of the same pattern, but with proportion 5:8.

Acording to [smi75], the cross width is
1/9th of the hoist. But are the proportions really 2:3? This is the same
question as whether the british white ensign
is 1:2 or 9:17 -- here would be 9:13...
