According to Chapter 15, Rule 79.1(b) of the "Procedures, Organisation and Rules" of The Scout Association, "Groups recognised by the Royal Navy may use a Red Ensign defaced with the Arrowhead Badge surmounted by an Admiralty Crown in the fly." I have used Graham Bartram's Red Ensign on FOTW (gb-reden.gif), the Arrowhead badge from the Scout Association's site, and the naval crown from Graham's flag of the Maritime Volunteer Service at http://www.flags.net/UNKG10

Other websites of branches of the Sea Scouts show variations of the flag
above. The
64th Sea Scouts site has a pop-up of the flag, which although the Union in
the canton is not so accurate, has a more realistic crown and the words "BE
PREPARED" below.
