This is the flag of the Spanish Olympic Committee (in Spanish Comité Olímpico Español or COE). Like other national olympic committees flags, it is a white flag with the emblem of the national committee in the center. The flag has a 2:3 ratio like most Spanish flags. I do not know the adoption date.
