Blue with CoA centered. Rounded shield with a white border, a
white chevron on blue in chef separated from the black point by a
white wavy fess?

I corrected the one sent previously, because I included in the
GIF of the CoA a white border that seems to be used only in the
flag.

From http://www.viimsivald.ee/yldinfo/symboolika.html:
Viimsi vald - Colors are from Estonian flag. Silver waves mean
connection with sea. Silver V refers to the name of municipality
and connections with ships an boats. Ratio of the flag is 7,5:12.
Adopted 27 August, 1993.

Translated from http://www.viimsivald.ee/yldinfo/symboolika.html
:
"Coat of Arms - On a blue shield, from upper edge two
downward reaching straight lines form a sharp V-shape. This shape
rests on a wavy formation, all in silver. The base of the shield
is of black color.
Reasoning - The colors of the Coat of Arms are derived from the
national flag of Estonia. Silvery wave form base depicts
sea-waves that symbolize the connection of Viimsi with the sea.
Silvery V-shape is meant to be the V in the name of the rural
District of Viimsi and also hints to a connection with ships (or
boats)."
The white color is supposed to be silver.
