Adopted: 19 Febuary 1993. Ratio: 3:5. Vaivara is a rural municipality (vald) in Ida Virumaa County (Maakond).

Vaivara vald - Buckle is old Estonian jewelry. This refers to protection, permanence, continuity and togetherness. Flag. Three points of triangle are sea (also blue color), sky (also siver color) and hope that Vaivara municipality becomes strong, wealthy and safe home to the locals (also buckle).
