According to the monthly booklet released by my post stamp
provider, the Estonian county of Hiiumaa has its own postal
system (Hiiumaa Post). I don't know if this local post is a
reality or a lure for philatelists like the putative stamps of
the members of the Russian Federation. A local post
administration could anyway make sense since Hiiumaa is an
island.
The stamps are released in leaves which, for most of them, show
in the border (but not on the stamps themselves) a fleur-de-lys
encircled in a rope, with the knot below the fleur-de-lys. This
symbol is clearly inspired by the arms of the county in which the
rope is vertical and four fleur-de-lys are placed in each corner,
respectively. My booklet is in black-and-white, so I don't know
if the red colour of the elemnts of the arms is also used on the
stamp leaves.
