anchor set horizontally. The same flag is shown in National
Geographic (1917) [gmc17] too.

The Flaggenbuch (1939-41) section dedicated to Ecuador show it
for generals, charges d'affaires, and province governors.
Colonels, general-consuls, consuls and vice-consuls had the same
flag, but triangular.

National Geographic (1917)?

attributing this flag to senior officer afloat?

- Port Captain (2:3) -
Vertically divided blue and white flag with horizontally set
cabled anchor counterchanged. The anchor is considerably larger
then in the Minister of Defence flag, though.
