From Ralf Hartemink's International Civic Arms website:

The arms were granted on January 22, 1973. The lion is the lion of the Pfalz, as the largest part of the county historically belonged to the Pfalz. The eagle is derived from the arms of the Counts of Leiningen, who ruled the northern part of the district for many centuries. The pale with the grapes symbolises the so-called Weinstrasse (wine street) and symbolises the importance of viticulture in the area.
