The city of Menden also kept its symbols when several other communes were integrated into it in 1974. The earliest notice of the arms (a tower with gate and portcullis) is from 1326. The colours changed several times: in 1700 they were gold/red, later white/red. In 1911 they were changed to white/black, recalling the colours of Cologne. The article about the flag in the statutes says:
Die Flagge der Stadt zeigt von Rot zu Gelb, im Verhältnis 1:1 längsgestreift, in der Mitte den Wappenschild der Stadt. Das Banner zeigt von Rot zu Gelb, im Verhältnis 1:1 längsgestreift, in der Mitte des oberen Drittels den Wappenschild der Stadt.i.e. the flag of the city shows red and yellow stripes in proportions 1:1 with the coat of arms of the city in the centre. The banner shows [...] the arms in the centre of the upper third. Source: Hostert 1979.

Städtebuch 1954 also mentions the flag around 1700: a golden tower in red. I have made an image of this details can be expected to be different from the real thing, however.
