The village of Hlince in Plzen sever district (north Plzen) received its flag and CoA on 25 Feb 2002 and prides with both of them on its website.
Question: what's the gadget to the hoist? It's also on the flag of Kornatice, in Rokycany district.

That's a 'korbel', which is part of the wheel with two spokes left. This heraldic device dates back to at least 1368 in the Pilsen
region. It appeared on the seal of Jan a Precha, Lord of Kornatice, in 1418. Since that it was incorporated into arms of Kornatice and Hlince, all in the Pilsen (Plzen) vicinity.
