Plesna is a northwestern part of the city of Ostrava, along the Opava river.
Description of the flag:
Left: in blue a white anchor
Right: a Polish "herb"(Coat of Arms) "Rola", that is in red a rose and three parts of a plough, white, "Krojidly"- coulters. Flag adopted 11 April 1995.
