Evidently a peacock.
BTW - it is not *the city of* Petrvald
(CZE) whose flag is horizontally blue-green-black (3:1:1), with yellow
half-eagle in
the blue field and yellow mining tools over the green-black stripes.

Although it looks like a chicken dressed as an ostrich, it was meant
as a peacock. There was a noble family of knights, later barons Petřvaldský
z Petřvaldu (also known as "von Peterswald"). They made fortune in southern
Moravia, because beautiful baroque Villa or Chateau in Buchlovice, District
Uherské Hradiště was build by them, as they were owners of Buchlov Manor.
Why I'm writing about them? Their Coat of Arms was: Per Pale Or and
Azure a Peacock Argent.
Crosier has two meanings - it says, that village was owned by Bishops
of Olomouc and also, that local Church has St. Nicholas as Patron Saint.
Colours (silver/white, red and blue) are derived from Moravian Arms,
because this Petřvald is situated in Moravian part of District.
