Browsing the web I found the site of Havířov with a nice CoA. This is an eastern suburb of Ostrava. Furthermore there are descriptions of:
The coat of arms designed Mr. Jiří Louda, the famous Czech heraldist,
in the 1960s, and it was approved by the Plenary Session of MeNV (City
National Committee) in 1967. The town flag was also designed by Louda.
The flag (approved by Czech National Council 1992) repeats the figures
of flag, it means it is the banner of Arms, but with the ratio (probably)
2:3. The town was founded in 1950s and the name means Miner Town - that´s
why the miner tools are in the arms. The wavy bands remind of the two dams
in environments of town: the Žermanice Dam and the Těrlicko Dam. The Insignies
of (Lord-)Mayor (it is "primator", not only "starosta", because Havířov
is a privileged town with Right to its own Statute /Statutarni Mesto) are
not only Standart of mayor, which seems to be a Banner of Arms again, but
also the Chain of Mayor with Neck Badge.
