"La Bandera: Está constituida por un estandarte tricolor que de arriba hacia abajo lleva los colores rojo, blanco y verde respectivamente. Corresponde a tres franjas horizontales donde la mitad de la parte superior lleva el color rojo que significa la sangre que derramaron nuestros soldados combatientes en la guerra de los mil días. El Blanco (La pureza de su habitantes) y el verde ( los grandes y extensos campos que nos rodean) conforman la otra mitad divididas en partes iguales."
I understood that the flag is an horizontal Red-White-Green. Information about the CoA at the same page.

Actually the text says that the upper half is red and the lower half is white and green, so the flag is RWG indeed but with 2+1+1 stripes - I guess it not unusual in Colombian flags.
