It should be noted that a Militärbefehlshaber was the regional governor of the occupied territories (see also my Third Reich Factbook) that were under the control of the Wehrmacht, hereMilitärbefehlshaber Belgien und Nordfrankreich (Military Governor of Belgium and Northern France), based in Brussels.

A Militärbefehlshaber was a military governor (a General) of the occupied territories that were under military control, that is he was head of the civilian administration, police etc.
