The flag and arms of the Flemish Brabant were adopted by the Provincial Council on 17 January 1995 and approved by the Flemish Minister of Culture, Family and Welfare on 16 April 1996.

According to Harmignies & Warlop, the flag is a "reproduction" of the shield of the arms described as:
/zwart met een gele leeuw, rood geklauwd en getongd; hartschild: rood met een witte dwarsbalk/ [...] H=2 L=3
(/black with a yellow lion, langued and armed red; inescutcheon: red with a white fess / [...] height=2, length=3.)
The picture shows a "goldish" lion (and a "silverish" fess). So I think the lion is yellow, but in practice a dark yellow (close to gold) is used.
