I have passed through Neum, the only seaside town in Bosnia
and Herzegovina, and there was a lot of Herzeg-Bosnia
flags along with flags of Neum municipality. (It was regional
holiday). The flag of Neum is red-white-blue triband with
narrower blue and red stripe and with CoA on white.

I remember that the CoA on the flag was in blue-red and white
colors. I'm sure that yellow (orange) were not on the flag. And
the CoA was positioned as on vertical flags.

Ivan Sarajcic had pointed it out was a tricolor flag. But with
thinner bands of blue and white. The flag in question looks like
the flag of Israel (dimensions and design
wise).

Neum is in Herzegovina-Neretva Canton (nr. 7) - it is the only
place in B&H with access to sea-coast - just at the poin
where B&H "cuts" Croatia in two (in south, just
north of Dubrovnik).
