White flag with the cotised light blue wavy stripe along bottom as
in the naval flag. Along the middle
of the white field is set a light blue stripe (1/5th of thr hoist).
In hoist red crescent and star fimbriated white and in fly a light
blue cabled anchor within a yellow wreath with a ribbon of national
tricolour in base all fimbriated from the blue stripe in white.
Compared with the national flag, the flag has a
bigger (or equal) star and a "more opened" crescent.

I made the above images approximating those colours to closest BS (browser-safe) colour. The two blue shades seem on the screen very similar (though yet clearly different), but the difference is much more observable in printing (an in practice, I guess) since the process blue is more lively than in on-screen look.
