The Irish Australian flag you saw is one of several "heritage" flags created
by John Vaughan of Australiana Flags. I have a copy of the flag in my
collection along with the Australian-Scottish flag which consists of a St
Andrews Cross with a shield of the Scottish Lion and a Southern Cross. The
Irish-Australian flag was first raised at a ceremony at Vinegar Hill
Woolshed on 10 March 1988 to commemorate 200 years of Irish settlement in
Australia.
