In the first quarter of the XIX thcentury, some Ottoman provinces where allowed to use their own ensigns for civil or merchant vessels. This was the case of Albania where the non-Muslim population used the red flag with central black stripe, probably in proportions 2:3.

The Muslim Albanians used the flag used by the Greeks, adding a white crescent to the centre.
